Some clarification on the PS3's processor: That thing has one normal processor and eight special vector processors. Of those vector processors, only 7 are active on any given PS3, so that if one is defect, the chip doesn't have to be thrown away. These vector processors don't have as much capability as the normal processor, in fact much less. The idea is that they're simple and can be clocked to god knows where. Basically, those are general purpose high-speed shader units, like on GPUs. You can not use them to run a second normal program at the same time, so it is no normal dual or triple or whatever core processor.
The normal part of the Cell processor, as well as any of the other modern console processor (including the one of the X360) cannot run Windows because it's a PowerPC processor, similar to the G5 in Macs. As Jerry said, those processors do not understand code compiled for normal Intel- or AMD CPUs (and vice versa), so Windows won't work on these. There used to be a version of Windows that ran on PowerPC CPUs, but it's long been abandoned cause nobody wanted these. Mac OS is made for PowerPC, but recently Apple decided to switch to normal Intel processors instead, because IBM wasn't able or willing (reports differ here) to create faster versions of those processors. They would rather focus on the game console CPUs (all modern console processors are designed or co-designed by IBM) because they can get more money this way. The Cell processor is, due to the fact that Apple is switching to Intel, never going to be in a Mac. While it is impressive with it's vector units for games, the normal part of the processor is in fact quite dumb and will give worse performance than a normal CPU when used alone. For this reason, Apple didn't take it, although Sony, Toshiba and IBM offered it to them.
In fact, there is little use for the Cell outside of the Play Station 3 so far. There have been all kinds of rumors and cool-sounding plans, but the only use confirmed so far are a blade server and a special computer for military vehicles.
