No new character AFAIK, just a reserved slot for your online avatar. I've never seen a GTA DLC that wasn't separate from the main game anyways. TBOGT and TLATD for GTA IV were separate standalone titles. I have no inside info but my bet is that R* is going to focus the attention on the online experience rather than DLC this time around, but who knows. In any case if GTA Online is highly successful I'd bet on that being the model for the next GTA game.
