 u dont have enough disk space maybe? or u didnt install the previous installers such as the 1.6 and 1.61 and the converter to 1.8 and to 1.81

 It's the INSTALLER that fails, finding invalid data right, so there is no external problem apparently. But who knows..

 Delete your interstate82 folder in your mods and install 1.6, 1.61, 1.8, then 1.81

 First 1.8 then 1.81 should work right, try removing the interstate folder first if you have one in your mods folder
