 i know how to make objects continuously rotate, but how to get them to swing completely stumps me :?

 Then why not make it just continuously rotate, and shape the walls around the section so that it looks (if you don't watch closely) as if it was swinging? Two rotating blades, rotating in opposite directions, starting at the same point in a horizontal roof should, in theory, be able to do the trick.
