Last Month the Japanese try to retrive this mod a little bit more. They played in the at 2pm CET. At the moment the gametracker, com Server Monitorring is off. Hope soon they turn it on. The ranking seems to work.

Unfortunately this is something I have wanted but do not have an option for. I did try asking blackbagops to add it to the server manager, but nothing became of it.
That only leaves having a script which rcons and does the settings before a map change, as you cannot change the settings during the game either.
I think that it's a great idea, like every weekend we could have something like Fight Night (no relation to the game) at 9:00 PM EDT maybe, and we could battle for the end flag on Race of Doom II (I think that's the one) and have dogfights for the end flag on Grand Canyon, it would be pretty fun.

There is one way, but it may be a bit time consuming to setup. Edit the maps not the server settings. Like delete player spawns on all race maps for one team forceing you to play on the same team.

I've just looked around the .con-files in a battlefield map and it looks that it's even easier. All you need to do is open the spawnPointManagerSettings.con in the Ctf folder of the map and change the spawnPointManager.groupTeam to 1 or 2 if it isn't 0 (I believe 1 is axis/kingpin). The idea I have is that this should change the team that spawns there to simply one team.
Could this actually work, or is it necessary to somehow modify the control points as well?
